NOTES/MILESTONES:
@ The Annals of Congress (1789-1824) were compiled and published by Gales and Seaton from early
newspaper and other sources after they had already published the contemporary Register of Debates (1824-
1837). Both publications were consecutively numbered by column with two columns per page and within
each session had separately grouped material for Senate proceedings, House proceedings and an appendix.
The appendix section included public laws and executive reports (the Annals) as well as inserted speeches
and selected congressional documents and reports (the Register).
* Indicates a special session of the Senate usually for executive confirmations, treaty ratifications,
inaugural addresses, or trials after impeachments. Frequently, the special session occurred right after the
close of a congress and thus material from the special session was often, before the advent of the
Congressional Record, printed at the end of the debate volume of the preceding congress.
^ Indicates that after volume 14 in the Congressional Globe (1845), published by Blair & Rives, volume
numbers were no longer printed in the original documents. The phrase "New Series" appears instead.
However, many libraries have applied volume numbers to the spine of the Globe volumes based on the
table found in the Checklist of United States Public Documents: 1789-1909, 3rd ed., vol. 1B, pp. 1466-69.
Generally, as in the Register of Debates and the Congressional Record, a new volume number was applied
for each new congressional session unless the session was quite small, as in a special session of the Senate.
For sessions with material of extensive size, multiple parts (books) within a volume are used. Citations to
the Congressional Globe should normally refer to the congressional session rather than the volume number
as in CONG. GLOBE, 36th Cong., 1st Sess. 1672 (1860). Other debate record citations can employ volume
numbers, as in 38 ANNALS OF CONG. 624 (1822), 10 REG. DEB. 3472 (1834), and 123 CONG. REC. 17,147
(1977). See The Bluebook: A Uniform System of Citation, 17th ed., p. 95, 2000.
v Indicates when in the Senate (1848) and when in the House (1850) near verbatim reporting of the debates
became a reality with the adoption by those bodies of the shorthand method created by Isaac Pittman.
h Indicates when (1867) a history of Senate bills and resolutions and a history of House bills and
resolutions began appearing in the debate record index for each congressional session covered. An index
has always been a part of each record of debates. Before 1867 the best source for bill histories is probably
the table of bills in the House and Senate journals.

-a Indicates that the bound edition of the Congressional Record lacks the appendix material of inserted
House remarks and documents that was published in the daily edition. There were two periods in which this
occurred. The first absence involved volumes 63 to 80 (1923-1936) and the second absence involved
volumes 100 to 112 (1954-1966). In the later, the bound Record Index referenced material in the daily
appendix, and therefore many collections have retained the daily appendix either in hard copy or in
microform. Appendices in the Congressional Record and the Congressional Globe have almost always had
separate pagination from House and Senate proceedings and, before the 66th Congress (1919), they had
their own index as well.
# The 20th amendment to the Constitution, adopted in 1933, provided that Congress would begin meeting
on January 3 of each year unless specified otherwise by law. However, it was not until the first session of
the 77th Congress (1941) that two session congresses became normative with a single session generally
reflecting a single year. 1941 was also the time in which the Congressional Record (volume 87) began its
three column format instead of its former two column format.
d Indicates when (1947) the "Daily Digest" began to be published as part of the Congressional Record.
x Indicates when (1968) the "Extensions of Remarks" section of the daily edition of the Congressional
Record began to be incorporated as part of the regular numeric pagination of the bound edition of the
Record. In the previous session (1967) the daily edition began to be paginated in sections with a letter
preceding the numeric sequence: H for House proceedings, S for Senate proceedings, E for Extensions of
Remarks and D for Daily Digest. The 1967 Extensions of Remarks section was placed in an Appendix in
the bound edition. After that year there have been no appendices to the Record as they have been replaced
by the Extensions of Remarks.
s Indicates when (1971) a special section of "Statements on Introduced Bills and Resolutions", which often
included the text of Senate bills, began appearing in the Senate proceedings of the Congressional Record.
At the same time bullet dots began to be placed before and after material not actually spoken on the
Senate floor.
