“MEET THE ECONOMIST ENFORCERS III: A DIALOGUE WITH JUAN DELGADO URDANIBIA OF
SPAIN’S CNC AND PAULO FURQUIM DE AZEVEDO OF BRAZIL’S CADE”
In this teleconference Juan Delgado Urdanibia and Paulo Furquim de Azevedo will make short
presentations on what they see as the key economic issues in competition enforcement in Spain,
Brazil, followed by Q&As from the moderator and general discussion.

Dr. Juan Delgado Urdanibia has been the Chief Economist at the Comisión Nacional de la
Competencia (CNC) since November 2008. The newly created position aims to ensure rigorous
economic analysis in the enforcement decisions and advocacy work of the CNC. Prior to joining
the CNC, Mr. Delgado spent several years as a research fellow in competition and regulation at
Bruegel, a Brussels-based think-tank, and at the Harvard Kennedy School of Government. He has
also worked as an economist at the Directorate General for Competition of the European
Commission and at the Spanish Telecoms regulator. He has written extensively for academic
journals, policy publications and books. Mr. Delgado earned his PhD in Economics from
Universidad Carlos III in Madrid and his MS in Economics from Warwick University.
Dr. Paulo Furquim de Azevedo is a Commissioner at Conselho Administrativo de Defesa
Econômica (CADE), Brazil, and a Professor at the São Paulo School of Economics at Fundação
Getúlio Vargas (FGV-EESP). He has also served as an Acting President of the CADE in fall 2008.
Mr. Furquim de Azevedo is a visiting scholar at the University of California at Berkeley and the
Institute of Management, Innovation and Organization; and a professor at University of São Paulo
and Federal University of São Carlos in Brazil. He has been publishing extensively in the following
fields: regulation, competition policy, inter-firm contracts, vertical coordination, and agribusiness
organizations. Mr. Furquim de Azevedo holds a PhD in Economics from University of São Paulo,
and a BA in Public Management.

Washington D.C. Dr Bailey is also a Clinical Professor in the Economics
Department of Arizona State University.
