This is a revision to the spend plan submitted on March 31, 2009 (rev) detailing how GSA will
expend the $5.55 billion authorized by the American Recovery and Reinvestment Act ("Recovery
Act"), including measures necessary to convert Federal buildings into high-performance green
buildings, renovate and construct Federal buildings and courthouses, and renovate and construct
land ports of entry (LPOE).
GSA takes great pride in the progress we have made to obligate Recovery Act funds. We are
contributing to our nation’s economic recovery through our reinvestments in our public buildings and
we are supporting the President’s vision for a clean energy future. As part of our due diligence, we
reviewed our spend plan progress and determined that revisions are appropriate. For example, we
are currently realizing project costs below our original cost estimates. In addition, we have discovered
a limited number of chal enges as we move forward with projects and have revised the estimates to
take into account current conditions.
Based on our cost projections, we are submitting a revised spend plan that removes a project no
longer appropriate to go forward, adjusts spend plan allocations for existing projects to address
unforeseen circumstances, modifies existing projects to include additional high-performance green
features.
As with our initial spend plan, we reviewed refinements to projects and project modifications based on
two overarching criteria: Ability of the project to put people back to work quickly, and transforming
Federal buildings into high-performance green buildings.
A nationally managed, regionally executed Program Management Office is actively monitoring all
Recovery Act projects. The office is staffed with experts in various fields to support the regional
teams delivering the projects.
